The economic crisis that has hit the country since July 1997 has changed the economic development pace and resulting in the increase of unemployment to an alarming state. Since the crisis have produced significantly large scale unemployment, and domestically produced commodities have also increased in price, the purchasing power of the society in general has decreased significantly, thus establishing increasing poverty stricken communities. Such situation has prompted the government agencies and decision makers to reshape their development approach, which basically addresses four following objectives: I. To make available and to enhance local production of basic commodities; 2. To provide employment opportunities for low income groups while contributing to the production of basic and strategic commodities; 3. To focus production efforts that rely on domestic resources; 4. To accelerate the development of small and medium industries It should be noted that the foundation of the economic structure, in particular the industrial development strategy has been laid down since the beginning of the systematic national development effort, and is significant in the present effort to drive the economy back on track. The industrial development strategy which follows the four stages of industrial transformation has allowed the national science and technology system to contribute positively to such effort
